Says Whalers are Jailbirds

SEATTLE, Jan. 20 - (By United States Cable via Valdez)--Captain Mogg, of the wrecked schooner Bonanza, off Herschel island, says he looks for trouble up there among the crews during the winter, as twenty notorious jailbirds are among the fleet.

He says that Matheson's story that Mogg wrecked his ship for gain is a lie, due to trouble he had with Matheson during the voyage. Mogg declares that the character of many of the men is such that the United States ought to positively establish police up there, similar to the R.N.W.M.P. of the Dominion, as the men, unrestrained, make of the Arctic a veritable rendezvous of pirates... committing depredations thought to be impossible on the continent of North America.
